I tested the Evictor with the siege ready passive, and I concluded it does not actually help fire the gun faster if you choose to reload after every round fired. I will include the video with my testing.
The main reason behind this.
Fire rate of the Evictor: 1 shot per second.
Reload speed of 1 round: 0.5s
Even if you add siege ready: 0.50 ÷ 1.30 ≈ 0.385 seconds per single-round reload, you will simply wait longer for the round to fire again, rather than actually speed up the attack rate.
Note: This does not mean that siege ready does not help Evictor in general. If you don't reload after every round, the time saved on reloading is significant and will speed up your fire rate. Equally or even more important can be the increased ammo capacity, which helps Evictor's relatively "poor" ammo economy.
In conclusion, Evictor is currently one of my favourite primaries, but since I play with reloading after every shot, I will not be bringing siege-ready, and instead will opt for explosive damage reduction armor which apart from grenade quantity, helps me not to get blown up by my own ricochet Evictor shot. ^^

If anyone found a different outcome or perhaps a different technique on how to combine these two (Evictor + siege-ready), such as some reload/shoot animation cancel for a faster attack rate, definitely let me know.
