"C&R" aka "Bureau of Construction and Repair" at the Philadelphia Naval Shipyard.
The Bureau of Construction and Repair (BuC&R) was the U.S. Navy's central authority for warship design, structural construction, and hull maintenance from 1862 until 1940. Operating alongside competing bureaus like Steam Engineering, BuC&R controlled the dry docks, slipways, and drafting rooms at major facilities like the Philadelphia Navy Yard, driving the evolution from wooden ships to ironclads to battleships and aircraft carries. To eliminate chronic bureaucratic friction and streamline production for World War II Congress consolidated the bureau with the Bureau of Engineering in June 1940 to form the unified Bureau of Ships (BuShips).
This is the only manhole at the yard I've found marked like this and sits right outside of building 41, the former Bureau of Construction and Repair building.

Tai O, Hong Kong
Tai O is a fishing town on the southern tip of Lantau Island. A good number of the 1,200 inhabitants live in or operate restaurants on the stilt-built houses on the river that joins the sea. While tourism is a mainstay of the economy, some businesses still make their traditional dried fish and shrimp paste from local ingredients, including sea salt. The surrounding hills offer a variety of hiking trails, monasteries, and temples. Some of the temples around Tai O date back to the 1700’s. Go for the manhole, stay for the culture and scenery.

"D&A T&T" Aka the "Delaware & Atlantic Telegraph & Telephone Company", in West Philadelphia, USA.
The Delaware and Atlantic Telegraph & Telephone Company was established in 1904 as an AT&T Bell System subsidiary providing early telephone and telegraph services across southern New Jersey and parts of the Delaware Valley. Working alongside neighboring networks like the Bell Telephone Company of Philadelphia, it managed regional communications and directories until 1927, when it absorbed northern New Jersey networks and officially changed its name to New Jersey Bell Telephone Company. Following the 1984 AT&T divestiture, the corporate lineage evolved into Bell Atlantic before ultimately becoming Verizon New Jersey, which still operates today.
